For over two decades microfinance services have been provided to low income residents in Pakistan – both rural and urban. The primary microfinance products currently offered are savings and credit, and more recently micro-insurance has come into the limelight; only a handful of RSPs and MFIs are offering such a product.
In October 2005 the Rural Support Programmes Network and Adamjee Insurance initiated the first health micro-insurance scheme covering hospitalisation and accidents for rural residents in 87 districts of Pakistan, through six Rural Support Programmes. Within the first year there were over 185,000 low-income people with health insurance, most for the very first time in their life. It appears that the first year enrolment in this scheme was greater than any other health insurance programme anywhere at that time. As of June 2008 there are more than 600,000 rural households ‘actively insured’ by RSPs and cumulative count of insured clients is about 800,000.
One year after the scheme RSPN commissioned an external review which was completed in June 2007. Since that time there have been several modifications in the scheme provided by Adamjee, through the participating RSPs (ie NRSP, SRSO, TRDP and GBTI). In addition, there are now quite a few other organisations engaged in providing various types of insurance cover in rural and urban areas, to low-income earners.
.RSPN is organising the First Micro-insurance Conference in Pakistan for an exchange on lessons learnt from various insurance schemes launched for low-income earners. RSPs, national and international NGOs, MFIs/MFBs, insurance companies, donors, government agencies, and insured clients will be invited to attend the conference. Presentations of the schemes and case studies will be made by insurance companies, entities which are delivery conduits such as the RSPs and MFIs, and the insured clients. The conference will concentrate on understanding the entire scope of partnerships between insurance companies, the ‘delivery’ agents mediating between insurance companies and clients, and the insured clients. Presentations or panel led discussions on health, credit/life and crop/livestock micro-insurance will be conducted in the afternoon during the conference to give the participants an opportunity to discuss pertinent issues of these differentiated products that are predominant in the microinsurance landscape in Pakistan
