The State Bank of Pakistan
As a central bank, the State Bank of Pakistan (SBP) is very active and involved in microfinance; it provides direct on-lending to microfinance providers while also assuming the traditional functions of financial regulator. In addition, the SBP provides guidelines for mobile banking operations for microfinance banks, and for different forms of financial statements for microfinance institutions (MFIs).

SBP has also established a consultative group as a platform for consulting key players in the sector on policy matters related to microfinance. The members include SBP itself, the Pakistan Microfinance Network (PMN), Khushhali Bank, The first MicroFinanceBank Ltd. (FMFB), the Swiss Agency for Development and Cooperation (SDC), and the ministries of Finance, Women Development, Social Welfare and Special Education.

The Consultative Group to Assist the Poor (CGAP)
Over a billion poor people lack access to essential financial services. The Consultative Group to Assist the Poor (CGAP), is a consortium of 28 public and private development agencies working together to expand access to financial services for the poor, referred to as microfinance.

Working from World Bank offices in Washington DC and Paris, CGAP’s staff serves donor agencies, MFIs, and other microfinance practitioners. To each of these client groups, CGAP provides technical advice, training, research and development, information dissemination, and funding for innovations.
